Norway have now adopted measures against Russia and Regulations shall come into force at once.

The government Friday approved the new restrictive measures against Russia, in line with the decision that was made public Monday. The new regulations were adopted Friday in Council and shall come into force immediately.

It is stated in a statement Friday.

-Russia has not shown willingness to contribute to a ceasefire and solution in eastern Ukraine, but rather contributed to an escalation of conflict through active support to the pro-Russian rebels. The situation in Eastern Ukraine is getting worse by the day. It is important that the international community is united in its response to Russia’s actions, said Foreign Minister Børge Brende comments.

Regulations regulates essentially:

– The list of persons and entities subjected to freezing of financial assets and travel residual national ns r extended with 8 people and 12 units. The basis for the expanded list.

A ban on imports of goods from the Crimea and Sevastopol. For the same area becomes forbidden to grant loans or other credit for infrastructure development in transport, telecommunication and energy sectors, forbidden to grant loans or other credit for exploitation of oil, gas or mineral resources, as well as prohibitions the sale or export of key equipment and technology for these sectors in the Crimea and Sevastopol.

– A ban on the import and export of weapons and forsvarsmateriel l (list I) and from Russia and f orbud the export of multi-purpose products and technology (List II) to military end-use in Russia.

– A ban on trade etc.. securities and money market instruments with maturity over 90 days issued five scheduled Russian financial institutions. For export of certain categories of goods to the Russian petroleum sector require prior permission from the Foreign Ministry. If goods are to be used for deepwater oil exploration and production, Arctic oil exploration and production or shale oil projects in Russia, it is an export ban. Financing, or technical assistance related to, the same goods are treated the same way. It can and will normally be granted if exports comes the fulfillment of an obligation under a prior contract.

The Foreign Ministry considers applications for permits.

“The measures taken by this regulation leaves room for discretion. Foreign Affairs will, in applying the regulations look to other Norwegian legislation as well as relevant Norwegian guidelines and experience related to the sectors covered by the regulations. This is particularly the rules on export etc.. related to the petroleum sector. The rules will be filled through management practices and possible guidelines for the rules have taken effect and been applied, “it says.
