The conclusion comes in a recent report, prepared by the Economic Analysis AS, commissioned by Maskinentreprenørenes Association.
The report specifically looked at the development of the E18 between Arendal and Tvedestrand, which has a total cost of 5.5 billion, the largest single contract which is advertised in Norwegian transport ever.
it could usefully been split in two, is the report’s conclusion.
– lose battle
Maskinentreprenørenes Federation (MEF) now fear that Norwegian, small and medium entrepreneurs are losing the battle for veimilliardene against the major international players, who have experience with large developments.
– We are keen to build up expertise in the Norwegian construction market. Then contracts arranged so that these talented entrepreneurs have the opportunity to participate in the competition, says Trond Johannesen, CEO of MEF.
One of the reasons why it would be more profitable to split large contracts, is that large contracts increases the risk, and this must be embedded. Thus goes the gain in spinning, think Johannesen.
– One of our strong recommendations to the authorities is the need to increase the contract size gradually, and think long term, he says.
– Transport contracts must be developed in line with the Norwegian construction market. We must not increase the contract size for fast, says Johannesen.
Back Shown of New Roads
But the report’s conclusions is rejected by New Roads AS, which added up to a big contract on the new E18 distance is suitable between Arendal Tvedestrand.
– We have gone through the entire stretch to see if it is appropriate to divide this up, or prepare it as a big deal.
We then landed on a large contract is right for this project, says Anette Aanesland, director of development and technology in New Roads AS.
She also notes that of the four pre-qualified contractors, three Norwegian and one foreign.
clear evidence
Thus, there should be clear evidence that Norwegian companies can compete for the largest contracts, she says.
– we succeeded the with the strategy we have had on the stretch Tvedestrand Arendal that there were ten entrepreneurs who wanted to be prequalified for a large turnkey claims Aanesland.
we are very pleased that we have with us four in the phase we are in now.
in December it will be decided who gets the main contract for the construction of the new highway between Tvedestrand and Arendal.
