now planned capacity markets both in the UK and Germany. Markets means that the owners of coal and gas are paid to stand in readiness in case the unpredictable wind and solar do not supply enough power to the grid.

common European mechanism

Commission is an advocate of pan-European market solutions. Intervention in the market, capacity mechanisms implies, therefore no desire situation Oettinger. However, if it proves to be necessary to ensure security of supply, it is important for energy commissioner that the market does not discriminate based players’ national belonging.

– We prefer a common European mechanism, so that we do not get 28 fragmented mechanisms that enable the internal market is not working, said Oettinger.

He believes that both the EU and Norway’s interest to establish a cable between Norway and Germany and between Norway and the UK. About the established capacity markets, said Oettinger therefore that these cables should be involved in the market.

Must EU approved

capacity as the UK market is now beginning to create, it is uncertain whether any cables from Norway will participate. This market must be notified, that is approved by the EU.

– If we get a proposal for a national capacity market on the table, we will examine whether it is consistent with our market rules or if there is another and better solution. Here Norway is part of the game, with great flexible capacity both in terms of production and storage of energy, said Oettinger.

He said that Norway will participate in a work together with the European Commission how it should be done a thorough analysis of what is the cheapest and best solutions to ensure backup capacity to Europe’s electricity customers. This is scheduled to conclude in the middle of next year.

– It might be a good technical framework to notify or not to notify national capacity mechanisms, said Oettinger.

Concurring Opinions

Energy, Tord Lien was not surprised by the positive signals from Oettinger.

– Here are our and the Commission’s positions remained almost identical at all times. It is important for us to say that this means something to us and requires involvement of the EU in the years to come. But there is no disagreement of significance between the Commission and Norway, said Lien to TU.

– Former Energy Minister Ola Borten Moe threatened to shelve cable projects if Norway can not be included in the capacity markets. We can do the same?

– No, I think it is important for us to say that we believe in the idea that electricity to flow in one market, that’s what I want to say.

– So you made it clear you do not want capacity markets?

– I have a certain understanding that Britain must make adjustments in a short period of time. But I want to be clear that either we must say that this solves the market, which of course should be possible, or there must be a capacity market that also includes renewable hydroelectric power from Norway.
