It will be very much with Windows Phone ahead, according to rumors.

Reputation Flooding on Windows Phone
The new rumors are not alone, but part of a lot of speculation that has been going lately. It has in fact been claimed repeatedly that Microsoft is about to merge Windows Phone and Windows RT, which today is the version of Windows 8 that can run on mobile hardware.
Version names involved in rumors, however, has varied tremendously. Murtazin talking about Windows Phone nine in his Twitter post, but also Windows Phone 10 has been mentioned.

Windows Phone 8.1 comes first
